Well, bare-metal is a problem if there is no way connecting a new dist that will serve as an OS disk.
Bare metal will require OS reinstallation and running full sync/data migration.
CVM update is straightforward, I can guide you here if needed :) let me know the hypervisor you use.
What's involved in the "full sync/data migration" for a single node? Is there a process for that? Or am I at backup data, install new OS, restore data from backup?
Do you mean CVM or bare-metal?
Bare metal update (if you cannot add a new disk) is pretty much the OS reinstallation. I'd suggest waiting for the procedure.

Where can I find the details behind:-
"Fixed VSAN Free license enforcement"

or the new conditions these impose?

Well, that's not quite "Fix". New licenses are to be renewed annually and have a capacity limited to 4 TB.
"New order" :(

Are there any conditions attached to renewal? Are there going to be fees associated with renewal?
Is the 4Tb limit the maximum for VSAN shared storage?
What happens to your VSAN if you forget to renew?

For the current users, no, to my knowledge, only when the new key is issued.
AFAIK Free is free, but you need to request the new key every year. They might change things again though.
The best will be just touch-basing with your account manager from time to time.
1. Fill in the form https://www.starwindsoftware.com/starwi ... e#download
2. Receive the key.
3. Check the email/ask the account manager directly.

Sorry.

Is this specific procedure published yet? I was perusing through the KB and didn't find anything that seemed directly applicable. I would be bare metal Ubuntu to bare metal latest.

Also would this necessitate a new free key, or will my current key still work?

Sadly, there is still no procedure available.
Unfortunately, bare metal updates to Debian is going to be possible only through redeployment and full sync.
Old key should work.
