For this specific conversion, try disk2VHD -> convert to Proxmox as QUEMU or VMDK -> resemble VM
As a side note: Please try P2V anything like Windows 10 or later or later versions of Windows Server that is on the same network.

I just experienced the same problem, also on Windows 2011 SBS (i.e., Windows 2008 R2). It's a TLS version problem. Specifically, TLS 1.1 and 1.2 need to be enabled on the Win 2008 server in order to enable the SSH connection to the Proxmox server.

The easiest way to get things going is to use the Microsoft "Easy fix" located on the Microsoft support site.
