I am running a Windows Server 2012 R2 physically attached to HP Ultrium 3 Tape drive, I want to backup files on the tape through Windows 2003 installed on VMWare and hosted by the Windows 2012 R2.
I read the manuals but I am still confused where to install and configure Tape Redirection, and where to configure ISCSI initiator.
I think Tape redirection should be installed on 2012 R2 (where tape physically attached), and ISCSI initiator should configured on Windows 2003 where Backup software located.
Please Advice.

As far as I understand from your explanation, you should install Tape Redirector on the Windows 2012 R2 server.
The ISCSI initiator should be configured in Windows 2003. You can download it here:

I installed ISCSI initiator on Windows 2003 and connected to StarWind tape redirector existed at 2012 and all wet good.
then I added the tape driver to 2003
I started backup files at 2003 with NTBackup software, but I found below that if I backup small file (less than 100 kb) the backup completed successfully, any file > 100 kb the backup failed with below error :
" Error: The device reported an error on a request to write data to media.
Error reported: Invalid command.
There may be a hardware or media problem. "

I check log file of StarWind and i found below message in server Log:
iScsiSptiDevice::dispatch: scsiPassThrough failed: The parameter is incorrect. (code: 87)


please advice.

Can you please collect the logs from your servers and PM me for better understanding the problem you faced?
You can collect log using this tool.
For Windows 2003 please try Log Collector for Windows 2008R2.
