yes i stopped the service

found entries in the log file

This entry shows that the initiator attempts to connect to the target but cannot because the device is not synchronized. Please consider logging the case with us.

Is starwind (free) work provided if one server fails ?

Yes, because you stop the service and it stops providing the storage. Please note that restarting the only active node is a restart procedure mishandling. If you still require assistance, please log a case with StarWind Support.
A mutual not synchronized state is possible when the service gets stopped on both sides.
