I had a same problem on StarWind. (iSCSI Status: Normal, Degraded)

This state is usually reported when not all paths to the datastore are available. You would need to check paths to those datastores and force storage adapter rescan if some paths are not available. Also, you would need to make sure the StarWind HA disks are synchronized, as a non-synchronized device does not allow connections to it. It will get connected only when it turns to synchronized.
