VSAN Free - Failures after upgrading to 13182

After upgrading to version 13182 earlier this week, both of my vSAN Free clusters failed after about 24 hours. Yesterday I was able to get one cluster running by forcing one host to be marked as synchronized, but the same issue occurred again today.
I believe this may be license related? I see the following in the logs of one of the hosts:
9/11 16:42:54.460583 1edc Tgt: *** iScsiTarget::openSession: *LIMIT* iqn.2008-08.com.starwindsoftware:servername: all of 0 allowed sessions are opened!
At the moment I've restored the Hyper-V VMs to non-clustered storage but this had been working wonderfully for months without problem before upgrading to 13182.
