Live migration fails on 2-node Hyper-V cluster

I followed the near 100-step Starwind document on how to set up a 2-node hyperconverged cluster and am unable to live migrate new VMs. Both nodes have the same CPU and chipset, I have two CSVs and a witness node set up per Starwind's document, and a VM on either CSV1 or CSV2 both fail when live migration is performed. I'm on Server 2016, both nodes are patched to the same level and joined to my domain. I get a "Pending move did not complete" with event IDs 1155, 4092, 2111, and 20501.
