I am trying to track down a performance issue I am having with a newly configured enviroment.
As you can see from the Image. File transfers over SMB slow down to nearly nothing at a regular interval

I have an existing File server which is just a Windows server with a RAID on the same network and it is steady and does not have the same issues. So I dont think it is a network issue.

I am using 2x Poweredge 720s
64GM Ram Each and both have dual 8 core
Perc H310 Mini RAID Controller
4x HGST 0S03664 4TB in Raid 10
Intel X520 10GB Network for the front end connections and the hyper-v hosts
Mellanox Connectx-3 Pro 10GB for the Sync and iSCSI Connections
Broadcom 1GB For the Heartbeat

For testing purposes I created a Device on my NVMe disks and had the same issue.
When I copy files to the drive that hosts the Starwind Device IE (\\servername\e$) I do not see the same issue.
Speed between the NVMe disks holding the Starwind Device is screaming fast (IE from \\server1\e$ -> \\server2\e$) ~700MBps+
I do not see this issue when connecting to the CSV Volume IE \\server1\c$\clusterstorage\volume1

It seems to only be when I connect to the cluster share that lives on the starwind replicated device I get the issues \\cluster\share
I also am not getting very good performance when I go to any of the VMs that live on the cluster \\virtualguest\c$

Any help would be greatly appreciated.

Thanks for interesting in StarWind solution
We have investigated the issue and found that ODX feature is not working as expected in current StarWind build
In order to fix the issue, please follow the next steps:
1. Check that all StarWind devices have status “Synchronized” on both nodes;
2. Move Cluster resources (it is enough to move Disks only) from the 1st node to the 2nd node;
3. Stop StarWind service on the 1st node where you will edit the file;
4. Locate the file, make its copy and open it using Notepad++ or WordPad. The default path is: C:\Program Files\StarWind Software\StarWind\StarWind.cfg
5. Find the string «<HardwareAccelerationEnabled value="yes"/>» and change it to <HardwareAccelerationEnabled value="no"/>. It will disable ODX feature which is enabled by default. Save the changes.
6. Start StarWind service;
7. Wait until StarWind service starts and the synchronization process begins and will be completed;
8. Check that all StarWind devices have status “Synchronized” on both nodes;
9. Move Cluster resources (it is enough to move Disks only) from the 2nd node to the 1st node;
10. Stop StarWind service on the 2nd node where you will edit the file;
11. Repeat steps 4-8 for another node;
12. Move Cluster resources (Disks and VMs) from the 2nd node to the 1st node;
13. Restart 2nd node;
14. Wait until StarWind service starts and the synchronization process begins and will be completed;
15. Move Cluster resources (Disks and VMs) from the 1st node to the 2nd node;
16. Restart 1st node;
17. Wait until StarWind service starts and the synchronization process begins and will be completed;
18. Check if issue with copying to CSV is resolved.

Has been that issue with ODX support fixed in the current build 11156 ?

Unfortunately, ODX is not fixed (yet) in the current build. :(
We are still working on this and it will be fixed in next builds.
