Unable to connect to ISCSI target

Hi,
Doing some research and test on Starwind Virtual SAN through VMware.
I'm having problem discovering the ISCSI target and in need of help.
Overview of the server configurations.
Starwind server - 10.10.3.1 (3261)
Created 2 targets: Target1 mounted device lsfs1
Target2 mounted device lsfs2
ESXI host - 10.10.2.X NiC0 (vswitch0)
- 10.10.3.11 NIC1 (vswitch1)
- 10.10.3.12 NIC2 (vswitch2)
From the vcenter and ESXi hosts, I was able to ping the ip 10.10.3.1 with no problems. I have added the necessary ISCSI configuration on the storage adapters but was not able to discover the targets. On the ESXi host I keep getting the events that the " ISCSI discovery to 10.10.3.1 on vmhba65 failed. The ISCSIInitiator could not establish a network connection to the discovery address." Not sure what have i miss out on settings and here hoping to get some help from the forum.
