After first host added iSCSI disk, the second host was not able to mount the same iSCSI disk. At the last step, got a error message:

Cannot change the host configurate.

After alternated between 2 hosts, the result was same.

Each host only has one cable, is it the reason?

If you are using basic image device you need to enable clustering (multiple connections) to it. You can do it following way: You can do even following way: stop vmdk, go to %Program Files%/StarWind Software/StarWind/starwind.cfg and find chapter <devices>, find there your device, and change value clustered="no" to clustered="yes". Then open CMD and type:
net stop starwindservice
net start starwindservice.

Sorry, I have 2 hosts not VMs want to do it.

I changed clustered="no" to "yes" at 5 points on CFG. Is 5 points right?
After I did it, the first host can get the iSCAI HD but Second host. Doing rescan on Storage menu in vCenter Server many times, the second host can't find out any Devices on iSCSI server. Why?

As you know, before I changed the CFG, the second host can find out all Devices on iSCSI server but can't mount the devices on iSCSI(please read my first page above). But, it can't find out any Devices on iSCSI server now.

Can't the MCSC way be used to make cluster between 2 VMware hosts? Should use New Cluster in vCenter Server to configure cluster between 2 VMware hosts?

Hi, I think that there can be ceatain misunderstanding in this thread, we miss some critical stich which causes the whole mess
