HA sync issue, "Partner is not READY" error

Hello all,
I am testing Starwind 5.2 on 2008 R2 and attempting to setup a HA clustered pair of targets. After I make the targets Starwind cannot complete the initial sync rather is simply puts these errors into the log
On the primary is reports
3/23 10:08:42.556 b10 HA: SscPort_ControlRequest: Event:Received Synchronize command (SynchType = 1)
3/23 10:08:42.556 b10 HA: *** SscPort_ControlRequest: Partner is not READY, synchronization failed!
On the secondary is reports
3/23 10:09:05.697 2c8 Sw: *** List_GetDeviceInfo: Device not found (0x0000000002C35E70)!
3/23 10:09:05.697 2c8 Sw: *** List_GetDeviceInfo: Device not found (0x0000000002C35E70)!
3/23 10:09:05.697 2c8 Plugin: Cannot obtain device information (0xc000000d).
Starwind repeats these exact same error every time you try to sync regardless of what type of sync you run. Does any one have any input on what might be the cause of this issue? There is nothing blocking communication on 3261 or 3260. Any assistance would be valued.
