I tried adding/creating an imagefile to an existing target but cannot seem to get it via PowerShell. Is this not supported in the free version?

Sadly no, but you can make the StarWind.cfg see it.
Try creating a target and device with the script, and just edit the StarWind.cfg accordingly (you will need to stop the StarWindService (Windows) or starwind-virtual-san (Linux)).
