StarPort driver - does it use user mode?

Is StarPort's virtual device driver a strictly kernel mode implementation, or does it have a user mode component too?

I ask because we're looking for something that will work without the Win32 subsystem (excluding any user interface part, obviously) and I think I saw somewhere that it uses winsock for iSCSI networking, which is of course a Win32 API.

It does have a starport driver and starport console.
