Connectivity problem, please help, very weird

I used starport 3.5.4 free edition to add remote iscsi device, but got the following error message:
"Failed to connect to remote server. Server maybe refusing network connections. You may need to check firewall setting"

There is firewall installed on the server. port 3260 is allowed inbound. Even disable firewall entirely. The error is still there.
There is firewall installed on the client. starport.exe is allowed for any outbound. Even disable firewall entirely. The error is still there.

I found that using Microsoft iSCSI initiator 1.06, I can logon to the target. However, Microsoft iSCSI initiator 2.06 caused the starwind service to go down.

So very weird even till then. If Microsoft iSCSI initiator 1.06 can logon to the target, then it should not be a network connectivity problem. Why can starport not logon to starwind?

I tried further. I installed starport on the server. logon succeeded locally.
I installed starwind on the client. local logon also failed and got the same message. Why? Anyone can help me?

To add to the above description:
I tried using starport on the server to connect starwind on the client. Succeeded.

I installed Wireshark on the server to captured port 3260 traffic. When using starport on the client to connect the server, no traffic captured. When using MS initiator 1.06 to connect the server, succeeded and traffic captured.

So starport gives error message without even trying to connect?

If you have firewall program blocking the port for the particular application there will be NO traffic on the port. Double-check your firewall settings, 99% it's the case.

Thank you for your reply.

Firewall problem. That was my first thought. However, please note that when I turn off firewalls completely at the client side and at the server side. The result is the same. Please also note that Microsoft Initiator can logon to starwind at the server.

So, as I said, it's so weird. Is there any other possibilities?

Try sending StarPort log. And whole list of the installed software.

Hi,
Do you use a host name or an IP address to connect to the target?

Do you use the recent StarWind 3.5.3 ?
Could you send us the log files for StarWind?

This is not a name resolution problem. I used IP address to connect to the target.

After I tried using starport to connect and got that error message, I found nothing is added to the log.

ok, now I figure out what's the problem. It's still the Symantec Client Security problem. I uninstalled it and found starport worked. I don't know what's the difference between disable it and uninstall it.
