Proper way to do what you want is using VM's built-in iSCSI initiator (hypervisor is only virtualizing TCP traffic basically). What you want to do (deploy hypervisor iSCSI initiator and have direct access to a LUN from a VM in a pass-thru mode) is not going to work.

Unfortunately the Arkeia vmOneStep VA doesn't include the functionality to use iSCSI without me installing all the required packages, which would then be wiped out in the event of an upgrade.

Upgrade both ESXi and your VM backup to the most recent versions (your ones are 2+ years old) and try with Arkeia & VMware support.

This ESXi box is specifically at 4.1U2 because that's the latest where SCSI Passthrough is achieveable, it was built for this purpose. The ESXI's being backed-up are current so if Arkeia could do iSCSI I'd put it on there.

Arkeia vmOneStep is the current version and doesn't support a connection to iSCSI devices (or if it does it's hidden very very well). I believe their Media Servers must connect to iSCSI devices, and the Media Servers are available as storage targets for vmOneStep, which is why they say it can backup to iSCSI devices.

Arkeia don't offer support for the free vmOneStep and their forums are down :(
