I understand that VTL storage is presented to DPM server over iSCSI
My question is what storage can be used for the VTL device in StarWind?
I imagine local storage would be OK
Would iSCSI storage be OK?
Can StarWind be run on the same machine as the DPM server?
In this case, would the VTL show up as local tapes?

Correct, local storage is fine.
Would iSCSI storage be OK?
There are no known restriction concerning the use of iSCSI storage.
Can StarWind be run on the same machine as the DPM server?
Yes, it can be run on the same machine.
In this case, would the VTL show up as local tapes?
As long as your storage is either located locally or connected to the VTL machine over iSCSI, both will look like local storage.
