Upgrade 6.0 to 8.0 RC

Hello,
I noticed after upgrading from 6.0 to 8.0 RC my Access Rights changed.
Specifically I had before upgrade changed the DefaultAccessPolicy to DENY instead of the default ALLOW.
However after the upgrade to 8.0 RC this was automatically changed from DENY to ALLOW.
Is this on purpose?
If yes, is this documented anywhere?
