Block Size incorrect on Win2012 R2

In Windows 2012 R2 Base install creating a new drive as per the below screenshots does not allow 4KB. Checked that the ISO is correct (MD5) and fresh install with no updates installed.

4K=4*1024=4096

Please let me know if I understood your question incorrectly...
