What exactly does the option "Activate Windows Repair Mode"?

Hello,

does anyone know, what the "Activate Windows Repair Mode" option does exactly?
Is only the recovery option activated during the first boot process or is more done (generalized...?) here?

And then another probably stupid question:
With "P2V/Entire Machine" the target "Local file" is not possible - because probably "Entire Machine" would include the target.
But "P2V/Physical Disk" works and is then basically identical to "Entire Machine minus local target" - right?
