Azure Gen v2 conversion to VMDK will not boot

I have four servers in Azure that I am moving to VMWare. One of the four is a Gen2 VM. This one fails to boot in ESXi once converted. The other three converted and booted without issue.
VMWare environment is v6.7 latest updates installed

Azure vm powered down, Used Azure Storage Explorer to download the disk, Used StarWinds to convert the local file/create VM in vcenter. No errors indicated through the process.
I have attempted both BIOS and UEFI configuration on the VMWare vm once converted.

Has anyone else run into this? Have any idea what is causing it and how to resolve

Hi, please try converting in repair mode.
