Problem moving/converting ESXi 5.5 VM to ESXi 7.0

Hi there, I need to migrate VMs from an older set of ESXi 5.5 servers to a new ESXi 7.0 server. I attempted to move convert one of my VMs over today and received the following status and error from the converter:

Started
Creating snapshot...
Success
Creating virtual machine...
Success
Opening image file [datastore1] Power Panel\Power Panel.vmdk
Error opening image
The server refused connection
Deleting snapshot...
Success
Convertation failed

Any idea what could be going wrong? Do I need to set something up on the target ESXi 7.0 host to allow creation of the image file? I appear to be successfully logging into both the source and target hosts with the root credentials as the app is able to see the source list of VMs as well as the target data store locations.

Shut down the VM before conversion.
