ESXi 4 free > Hyper-v

Any help you all can offer would be much appreciated.

I'm trying to convert an old ESXi 4 vm running Windows Server 2003 to Hyper-v 2016.
When I export the VM datastore files there is a -flat.vmdk file. I've ran that file through V2V choosing VHDX type and checking Activate Windows Repair Mode. That works without error but when I try to boot the VM in Hyper-v it loads the Windows 2003 splash screen and then crashes to a blue screen stop error 0x0000007b page.
Here's what I've tried:
chkdsk /p /r (no change)
fixboot (no change)
fixmbr (no change)
Windows repair (made it completely unbootable)
--after Windows repair tried fixboot and fixmbr again but still unbootable
Edit Disk in Hyper-v (no change)

What else can I try? I'm out of ideas.

Try it with no repair option enabled first.

Sorry, I left that out of what I tried.
The first time I converted it I did so without checking Repair mode.

Anyone have anymore idea's that I can try? I would really like to avoid rebuilding this server if I can.

You should not select a flat file itself, you should select header of vmdk file.
You can find one in the VM folder: https://ESXi_ip_address/folder/vm_name_here/

Okay, I converted the base file but still wasn't able to get it to load in Hyper-V 2016. Then I tried converting it to a vhd and loading it into Hyper-v 2008r2. This still didn't work but I ran a Windows repair and then was able to get the VM to boot and load Windows.
