I forgot to uninstall vm tools before converting to Hyper V. How can I get the machine to boot?

When I go to restart the server it sits at restarting display screen and sits there for hours. Then I have to do a power off and then power it back on.

After converting from VMware to Hyper-V using V2V converter, the VM does not restart. They get stuck at restarting. Is there a repair that needs to be done or something else?
