I think I had the issue even with full synced devices, and a only the first node shut down.
I will try again with this configuration, and the shutdown documentation you provided.
I'll keep you in the loop about it, and provide the logs if necessary.

I'm playing around with the solution, and I created two separated 2-nodes vSAN clusters.
Both have the Node Majority policy, thus needing a Witness node.
Is it possible to have the same Witness Node for both clusters, with two separated targets on the witness ?
