I'm running Windows 7, does the host that I'm running on have to be Windows 8 or the vhdx vm?

I have a VHDX created my Sysinternal's Disk2vhd. When trying to convert it, I get the following error: "Error opening VHDX disk image file. VHDX format supported on Windows 8 and later." The V2V converter states it supports VHDX here: https://www.starwindsoftware.com/styles-v2/pdf/starwind...
