Update: This is has bee resolved. I found in the starwind.cfg file that the service was bound to listen only on a specific IP address and not 0.0.0.0 (which is any). As I said in the original post there is no firewall running on the server. It is disabled through Group Policy. So I am mystified why I can't connect to it.
If I try to add a host in the network discovery and enter the IP range that the server is in, it doesn't detect a StarWind server. I try it's LAN IP - 192.168.172.204 or 127.0.0.1 still the same - no dice.
