AoE emulator for Windows

I've seen reference to this as a support tool, and I was wondering if it's possible to get it for StarPort evaluation purposes. I want to do a lot of compatibility testing on the client end, and don't care about what the server is, so this would be useful!

StarPort driver - does it use user mode?

Is StarPort's virtual device driver a strictly kernel mode implementation, or does it have a user mode component too? I ask because we're looking for something that will work without the Win32 subsystem (excluding any user interface part, obviously) and I think I saw somewhere that it uses winsock f...
